Deputy Chief Leong, who is the vice president of the Asian Peace Officers Association, has served the community as part of the Sacramento Police Department for 28 years. He was honored with the Kinya Noguchi Award for his hard work, dedication, and leadership to our community.
This award is named after former Sacramento County Sheriff’s Office Lieutenant Kinya Noguchi, who became Sacramento County’s first Asian Deputy Sheriff in 1957 and was active in community engagement throughout his career and into retirement.
Yesterday, Sacramento Police Department Deputy Chief Norm Leong was presented with the Kinya Noguchi Award by the Sacramento Asian Peace Officers Association.
Sacramento residents can report illegal fireworks using the non-emergency Fire Department number at 916-808-3473, or by using the free app Nail ‘em, which is monitored by the Sacramento Fire Department. We hope everyone has a safe 4th of July.

He was last seen yesterday evening leaving a residence in the 700 block of San Juan Rd (North Sacramento) and was possibly travelling to the McDonald’s on Northgate Blvd (3773 Northgate Blvd). Johnny is 5-9, 212 pounds, with brown hair and brown eyes.
He was last seen wearing a black t-shirt, gray camouflage pants, and black tennis shoes. Hey may be driving a black Nissan Sentra a CA license plate 7SPA917. If you see this missing person please contact the Sacramento Police Department at 916-808-5471.

Conley was safely detained and detectives served a search warrant at the residence. Conley was later arrested and booked at the Sacramento County Main Jail for a single count of homicide.
ARREST UPDATE - Homicide Investigation - 2700 block of Branch St: Shortly after the homicide, Sacramento PD detectives identified 28-year-old Deon Conley as the suspect. Around 5 p.m. on June 20, 2022, detectives located Conley at a residence in Sacramento County.
UPDATE: The subject came down safely and the roadways have reopened.
ADVISORY: The Tower Bridge is closed to all traffic as officers conduct a welfare check for a subject who climbed the bridge. Please plan for alternate routes. This thread will be updated when the roadway reopens.

Detectives were then called to the scene and served a search warrant that resulted in the recovery of two firearms (pictured below). Rakesh Prasad, 37, was arrested for charges including criminal threats, evading, assault on a peace officer, and weapons violations.
The Elk Grove Police Department continued efforts to bring this to a peaceful resolution and the suspect eventually exited the residence & was safely taken into custody. Thank you very much to the Elk Grove Police Department for their assistance & helping keep our community safe.
