This is called damping off. Seedlings will die or grow poorly. It's usually too much water & cool conditions.
Seedlings are very fragile after germination. Let them get a bit dry before you water them. @JohnnySeeds

If you live east of route 128 you don't have long to get the dogs out for the dog walk without getting wet.
